My EPS selection letter is signed, when will my promotion orders be cut?

The Board Master - Army Promotion Board Study Guide

Orders will generally be cut by the National Guard 15 to 30 days from the signing of an EPS (Enlisted Promotion System) letter. However, there are several variables that could impact that time. Here are a few:

EPS List

Where are you on the EPS list? Are you number one or number eight? If you’re number one, that’s good. If you number eight, that could slow the processing of your promotion orders. If you not number one, every Soldier who is above you on the list must be contacted and given the right to accept or decline the promotion. If a Soldier is in Afghanistan, the head quarters command in your state must forwarded the letter thru the Chain of Command (which can cause delays) to the Soldier. Once a Soldier is contacted, each Soldier is required to sign a letter of acceptance or declination (which could take additional time if the Soldier is overseas) and the letter must be returned to head quarters (which takes time).

Records validation

As part of the process, a final validation check of each Soldier’s records must be performed. Records include: APFT, NCOES, college records, awards and MOS qualifications to include the slot or MOS position. Any discrepancies will need to be investigated.


More people will take time off at the end of the year or the holiday season. Between December 15th and January 3rd, there is a slowdown in processing any type of promotion paperwork due to a (temporary) lack of personnel.

E-4 to E-5 Promotion Requirements for the Army National Guard

As the reserve unit of the United States Army, the National Guards spring into action domestically and abroad in times of crisis. Floods, fires, labor strikes and escalating Middle East tensions are the type of situations that trigger mobilization. If you are a soldier in the U.S. Army‘s National Guard, you advance through the ranks by understanding the military’s promotional system and by working toward the next rank and pay grade. For instance, if you are currently a corporal or a specialist at the E-4 pay grade, you could set your sites on becoming a sergeant, E-5 pay grade.

TIS/TIG Criteria

National Guard sergeants are highly trained and experienced. To be considered for this distinguished promotional opportunity, you must meet time in service (TIS) and time in grade (TIG) requirements. If you are an exceptional soldier, who has been nominated by your commanding officer, or if there is an exceptional need for officers at the next pay grade, you may be eligible to appear the promotion board, if you have completed 16 months of service, of which four months or more were at the E-4 pay grade. Otherwise, you may appear before the board, when you have been in the service for 34 months, including six months at the E-4 pay grade.

Clean Disciplinary Record

Sergeants must be positive role models and ethical leaders, who are dedicated to the mission of the National Guards. Promotions from E-4 to E-5 are not automatic. In addition to time in service and time in grade eligibility requirements, soldiers must have an unblemished history of obeying orders and of exhibiting proper conduct. They must follow the creed and values of the Army and National Guards, such as never giving up and being willing to die fighting for democracy. A history of misconduct or dereliction of duties can derail the chances of promotion.

Promotional Points

Promotions in the National Guards are based on all-around stellar performance. Points for promotion are earned through education, training, and also for evidence of outstanding achievement. Soldiers seeking promotion to sergeant must complete and submit a promotional packet that contains several forms showing proof of eligibility such as completion of the military’s Basic Leaders Course. Other requirements include weapons qualifications, proof of any recent college coursework, transcripts of academic military courses, National Guard awards or letters of commendation and appreciation. Points are tallied and used to determine a soldier’s rank on a promotion eligibility list.

Unit Commander Nomination

Unit commander nominations indicate a soldier’s leadership potential. Highly accomplished specialists can be nominated by their commanding officer for promotion to sergeant, after only four months at the E-4 pay grade, if they have been in the service for 16 months or longer. Before a May policy change, commander nominations were required, no matter how long the soldier had served at the E-4 grade. The policy change enables specialists who have served for 36 months, including eight months at E-4, to automatically appear before the local promotion board, if they are otherwise eligible for advancement to sergeant.
